{"id":16119,"date":"2026-05-20T16:16:35","date_gmt":"2026-05-20T10:46:35","guid":{"rendered":"https:\/\/www.21kschool.com\/es\/blog\/cbse-3-language-policy\/"},"modified":"2026-05-24T11:51:27","modified_gmt":"2026-05-24T06:21:27","slug":"cbse-3-language-policy","status":"publish","type":"post","link":"https:\/\/www.21kschool.com\/es\/blog\/cbse-3-language-policy\/","title":{"rendered":"CBSE 3 Language Policy 2026: Class 9 Rules, Languages &amp; Exemptions"},"content":{"rendered":"\n<p><em>What is the CBSE 3 Language Policy, and how does it work?&nbsp;<\/em><\/p>\n\n\n\n<p>The <a target=\"_blank\" href=\"https:\/\/www.21kschool.com\/es\/blog\/what-is-cbse\/\">Central Board of Secondary Education (CBSE)<\/a>\r\n has declared that it will have a major change in its language policy in Classes 9 and 10.\u00a0<\/p>\n\n\n\n<p><a href=\"https:\/\/cbseacademic.nic.in\/web_material\/Circulars\/2026\/33_Circular_2026.pdf\">On 15 May 2026, the board released a statement<\/a> according to which all learners of Class 9 in the 2026-27 academic year would be required to <strong>study three languages as a part of their curriculum in all CBSE-affiliated schools by July 1, 2026.&nbsp;<\/strong><\/p>\n\n\n\n<p>There will be no Class 10 board exam for the third language (R3). This policy <strong>assists the students to grow not only in their academics, but also in diversifying their language abilities.&nbsp;<\/strong><\/p>\n\n\n\n<p>Such knowledge about how the policy works can enable parents and students to make good language choices and <strong>enjoy a more balanced <a target=\"_blank\" href=\"https:\/\/www.21kschool.com\/es\/blog\/what-is-education\/\"><strong>education<\/strong><\/a>\r\n.&nbsp;<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What is the CBSE 3 Language Policy?<\/h2>\n\n\n\n<p>CBSE has already mentioned that the three languages will be mandatory courses for students in Class 9 that will begin on July 1, 2026.&nbsp;<\/p>\n\n\n\n<p>The <a href=\"https:\/\/cbseacademic.nic.in\/web_material\/Circulars\/2026\/17_Circular_2026.pdf\">recent CBSE circular<\/a> on the instruction of three languages (R1, R2 and R3) in view of the three-language policy with NCERT syllabus dictates that two or more native Indian languages must be instructed along with any other language. It is as stipulated by the <a target=\"_blank\" href=\"https:\/\/www.21kschool.com\/es\/blog\/what-are-the-main-features-of-nep-2020\/#What_is_NEP_2020\">National Education Policy of 2020<\/a>\r\n and the National Curriculum Framework for School Education (NCF-SE) 2023.&nbsp;<\/p>\n\n\n\n<p>This will be effective for Class IX, 1 July 2026, and the third language (R3) will also be examined in schools with no board examination in Class 10. However, the first language (R1) and the second language (R2) cannot be the same.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">1. First Language (R1): Core Language<\/h3>\n\n\n\n<p>The first language, which depends on the school <a target=\"_blank\" href=\"https:\/\/www.21kschool.com\/es\/blog\/what-is-curriculum-in-education\/\">curriculum<\/a>\r\n and inclinations of the student, is the mother tongue of the student, i.e. Hindi, English or any other Indian languages.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">2. Second Language (R2): Additional Language<\/h3>\n\n\n\n<p>Students are expected to study an additional language (R2), and at least two out of the R1, R2, and R3 are native Indian languages.&nbsp;<\/p>\n\n\n\n<p>It is important to note here that R1 and R2 can\u2019t be the same language.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">3. Third Language (R3): Additional Indian or Foreign Language<\/h3>\n\n\n\n<p>Students will need to learn a third language (R3), at least two out of the R1, R2, and R3 are native Indian languages. The choice of a foreign language can be made under this condition.&nbsp;<\/p>\n\n\n\n<p>R3 is mandatory but will be checked in-house by the school, and there will not be any Class 10 board examination.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Is the CBSE 3rd Language Compulsory?<\/h2>\n\n\n\n<p>Indeed, the new policy proposed by the Central Board of Secondary Education on learners in classes 9 and above will ensure that they start studying the third language (R3) as an academic subject from 1 July 2026.&nbsp;<\/p>\n\n\n\n<p>According to the National Education Policy 2020 and NCF (SE) 2023, the students will have to<strong> learn three languages (R1, R2 and R3), but two of them should be the Indian languages.<\/strong><\/p>\n\n\n\n<p>The third language, however, is not pressured with board exams. The school will also internally examine the R3 student, and<strong> this will be written on the CBSE certificate of the student.&nbsp;<\/strong><\/p>\n\n\n\n<p>Poor performance in R3 will not deny a student the opportunity to appear for or pass the Class 10 boards.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Languages Offered Under the CBSE 3 Language Policy&nbsp;<\/h2>\n\n\n\n<p>Depending on the languages taught in school, under the CBSE Language Policy, <strong>students have the freedom to select a list of Indian and foreign languages.&nbsp;<\/strong><\/p>\n\n\n\n<p>The policy requires the<strong> learners to study three languages, out of which at least two languages of India are required.&nbsp;<\/strong><\/p>\n\n\n\n<p>Learners are only allowed to take a foreign language as part of language studies when it is offered in the school, and the collective language mix is in accordance with CBSE recommendations.&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">1. Indian Languages Offered<\/h3>\n\n\n\n<p>Common Indian language options may include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Hindi<\/li>\n\n\n\n<li>English<\/li>\n\n\n\n<li>Sanskrit<\/li>\n\n\n\n<li>Bengali<\/li>\n\n\n\n<li>Tamil<\/li>\n\n\n\n<li>Telugu<\/li>\n\n\n\n<li>Marathi<\/li>\n\n\n\n<li>Gujarati<\/li>\n\n\n\n<li>Kannada<\/li>\n\n\n\n<li>Malayalam<\/li>\n\n\n\n<li>Punjabi<\/li>\n\n\n\n<li>Urdu<\/li>\n\n\n\n<li>Assamese<\/li>\n\n\n\n<li>Odia<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">2. Foreign Languages Offered<\/h3>\n\n\n\n<p>Some CBSE schools may also offer foreign languages, such as:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>French<\/li>\n\n\n\n<li>German<\/li>\n\n\n\n<li>Spanish<\/li>\n\n\n\n<li>Japanese<\/li>\n\n\n\n<li>Arabic<\/li>\n\n\n\n<li>Russian<\/li>\n\n\n\n<li>Korean<\/li>\n\n\n\n<li>Chinese (Mandarin)<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Transition Phase- Not an Immediate Change&nbsp;<\/h2>\n\n\n\n<p>CBSE will be reliant in the 2026-27 academic session. Schools are being allowed flexibility to change with time since the <strong>academic year has already commenced in April<\/strong>.<\/p>\n\n\n\n<p>It has also been emphasised that not a single student will lag behind in this alignment phase and it is clear that learning is the primary objective and not student stress.<\/p>\n\n\n\n<p>Accordingly, till the dedicated R3 textbooks are available, Class 9 learners shall use the Class 6 R3 textbooks (2026\u201327 edition) of the chosen language.<\/p>\n\n\n\n<p>Local or regional literature, including poems, short stories, and non-fiction reading, will be provided in the schools as a way of filling the gap.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">List of Languages in which Class VI R3 Textbooks are being developed by CBSE\/ NCERT:<\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Assamese<\/li>\n\n\n\n<li>Bengali<\/li>\n\n\n\n<li>Bodo<\/li>\n\n\n\n<li>Dogri<\/li>\n\n\n\n<li>Gujarati<\/li>\n\n\n\n<li>Kannada<\/li>\n\n\n\n<li>Kashmiri<\/li>\n\n\n\n<li>Konkani<\/li>\n\n\n\n<li>Maithili<\/li>\n\n\n\n<li>Malayalam<\/li>\n\n\n\n<li>Manipuri<\/li>\n\n\n\n<li>Marathi<\/li>\n\n\n\n<li>Nepali&nbsp;<\/li>\n\n\n\n<li>Odia<\/li>\n\n\n\n<li>Punjabi&nbsp;<\/li>\n\n\n\n<li>Santhali&nbsp;<\/li>\n\n\n\n<li>Sindhi&nbsp;<\/li>\n\n\n\n<li>Tamil&nbsp;<\/li>\n\n\n\n<li>Telugu AP &amp; Telugu Telangana&nbsp;&nbsp;<\/li>\n<\/ul>\n\n\n\n<p>If a learner is selecting any other language apart from these 19 languages, then they\u2019ve to follow the SCERT or state resources.<\/p>\n\n\n\n<p>While schools work through this transition, many parents are using add-on programs like <a href=\"https:\/\/floww.21kschool.com\/\">21K School FLOWW<\/a> language program offering a rich portfolio of regional and international languages. The 13 languages offered are:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Arabic<\/li>\n\n\n\n<li>ESOL<\/li>\n\n\n\n<li>French<\/li>\n\n\n\n<li>Hindi<\/li>\n\n\n\n<li>Japanese<\/li>\n\n\n\n<li>Kannada<\/li>\n\n\n\n<li>Malayalam<\/li>\n\n\n\n<li>Marathi<\/li>\n\n\n\n<li>Sanskrit<\/li>\n\n\n\n<li>Spanish<\/li>\n\n\n\n<li>Tamil<\/li>\n\n\n\n<li>Telugu<\/li>\n\n\n\n<li>Urdu<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Will CBSE Conduct Board Exams for the Third Language?<\/h2>\n\n\n\n<p>CBSE has announced that there will be no Class 10 Board Exam in the third language.<\/p>\n\n\n\n<p><strong>Schools will internalise all the R3 <a target=\"_blank\" href=\"https:\/\/www.21kschool.com\/es\/blog\/difference-between-examination-and-assessment\/#What_is_Assessment\"><strong>assessments<\/strong><\/a>\r\n.<\/strong> The marks will be transferred to the end certificate, but this subject will not stop the students from taking the Class 10 board exams.<\/p>\n\n\n\n<p>It will be a shift towards <strong>promoting multilingual education, without burdening the students by subjecting them to further board tests.<\/strong> Nevertheless, the third language is an obligatory aspect of the curriculum and the performance of the students could also be traced to their academic background.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Exemptions Offered for the Third Language&nbsp;<\/h2>\n\n\n\n<p>Despite being an obligatory one of the new CBSE 3 Language Policy, the third language (R3) could be expected to have certain exemptions and relaxations to interest specific groups of students. Some of the key relaxations made in CBSE to make it inclusive have been highlighted below.&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">1. Children with Special Needs (CwSN)<\/h3>\n\n\n\n<p><strong>CBSE has said that it is possible to provide Special concessions to Children with Special needs as per the RPwD Act 2016. <\/strong>It includes the exemption from the second or\/and third language, where applicable.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">2. Foreign or International Students Coming Back to India<\/h3>\n\n\n\n<p>The foreign or international students coming back to India can be given case-by-case exemptions from the requirement of two native Indian languages.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">3. CBSE Schools Outside India<\/h3>\n\n\n\n<p>The schools located outside India can be allowed to prescribe exemptions or adjustments.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">5 Benefits of the CBSE 3 Language Policy<\/h2>\n\n\n\n<p><strong>CBSE 3 language policy assists students to acquire language skills<\/strong>, comprehend various cultures, enhance their <a target=\"_blank\" href=\"https:\/\/www.21kschool.com\/es\/blog\/importance-of-communication-skills\/#What_are_Communication_Skills\">communication skills<\/a>\r\n and provide them with more opportunities in education and even their career lives.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">1.
