These <strong>policies make sure that education is accessible to students with disabilities or the disadvantaged group.&nbsp;<\/strong><\/p>\n\n\n\n<p>The government has introduced various schemes and policies in order to promote inclusive education, where <strong>every student can learn in a <\/strong><a target=\"_blank\" href=\"https:\/\/www.21kschool.com\/et\/blog\/collaborative-learning\/\"><strong><strong>collaborative learning<\/strong><\/strong><\/a>\r\n<strong> environment.&nbsp;<\/strong><\/p>\n\n\n\n<p><strong><a target=\"_blank\" href=\"https:\/\/www.21kschool.com\/et\/blog\/the-first-and-second-national-policies-on-education-in-india\/#What_is_the_First_National_Policy_on_Education_in_India\">The<strong> first national education policy in India<\/strong><\/a>\r\n\u00a0for disabled children was introduced in 1974,<\/strong>\u00a0known as the\u00a0<strong>Integrated Education for Disabled Children\u2019s scheme<\/strong>; earlier, it was known as the\u00a0<a target=\"_blank\" href=\"https:\/\/www.21kschool.com\/et\/blog\/integrated-education\/\"><strong>Integrated Education<\/strong><\/a>\r\n<strong> for Handicapped Children (IEDC) Program.\u00a0<\/strong><\/p>\n\n\n\n<p>Earlier <strong>Kothari Commission (1966) also focused on promoting integrated education<\/strong> for disabled children. However, it was very limited and didn&#8217;t see much success.&nbsp;<\/p>\n\n\n\n<p>The<strong> main aim of these policies was to make education more accessible by <\/strong>providing financial support to students with disabilities. This includes <strong>providing them with transportation, uniforms, special equipment<\/strong> and so on.&nbsp;<\/p>\n\n\n\n<p>Later on, various educational reforms were made, which <strong>also include various schemes and policies<\/strong>, which <strong>emphasise Integrated education and making<\/strong> <a target=\"_blank\" href=\"https:\/\/www.21kschool.com\/et\/blog\/inclusive-classroom\/\"><strong>inclusive classrooms<\/strong><\/a>\r\n for every student irrespective of any physical challenges.&nbsp;<\/p>\n\n\n\n<p>The new<strong>&nbsp;<a target=\"_blank\" href=\"https:\/\/www.21kschool.com\/et\/blog\/national-education-policy\/\"><strong>National Education Policy (NEP)<\/strong><\/a>\r\n&nbsp;2020 is the current education policy&nbsp;<\/strong>that focuses on students with disabilities and making education more impactful.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">12 Key National Policies for Inclusive Education in India&nbsp;<\/h2>\n\n\n\n<figure class=\"wp-block-image size-full\"><img decoding=\"async\" src=\"https:\/\/www.21kschool.com\/sg\/wp-content\/uploads\/sites\/3\/2025\/06\/12-Key-National-Policies-for-Inclusive-Education-in-India.webp\" alt=\"12 Key National Policies for Inclusive Education in India\u00a0\" class=\"wp-image-16052\"\/><\/figure>\n\n\n\n<p>Various policies were introduced by the government of India in order to provide support and <a target=\"_blank\" href=\"https:\/\/www.21kschool.com\/et\/pillar\/quality-education\/\">quality education<\/a>\r\n to students with disabilities. The <strong>first policy introduced was the Integrated Education for Handicapped Children (IEDC) Program in 1974<\/strong>; later on, various reforms, policies and schemes were introduced for children with disabilities.\u00a0<\/p>\n\n\n\n<p>The <strong>main aim of policies is to make <a target=\"_blank\" href=\"https:\/\/www.21kschool.com\/et\/blog\/what-is-education\/\"><strong>education<\/strong><\/a>\r\n more convenient and accessible for students <\/strong>who are physically challenged or from disadvantaged groups.&nbsp;<\/p>\n\n\n\n<p>An <strong>inclusive learning environment ensures that every children&#8217;s can still be together <\/strong>and share their thoughts, ideas and communicate with each other, which develops a sense of belongingness among them. This also <strong>fosters <\/strong><a target=\"_blank\" href=\"https:\/\/www.21kschool.com\/et\/blog\/peer-to-peer-education\/\"><strong>peer-to-peer learning<\/strong><\/a>\r\n <strong>and enhances <\/strong><a target=\"_blank\" href=\"https:\/\/www.21kschool.com\/et\/blog\/importance-of-communication-skills\/#What_are_Communication_Skills\"><strong>communication skills<\/strong><\/a>\r\n <strong>among students.<\/strong><\/p>\n\n\n\n<h3 class=\"wp-block-heading\">1. Integrated Education for Disabled Children Scheme (1974)<\/h3>\n\n\n\n<figure class=\"wp-block-image size-full\"><img decoding=\"async\" src=\"https:\/\/www.21kschool.com\/sg\/wp-content\/uploads\/sites\/3\/2025\/06\/Integrated-Education-for-Disabled-Children-Scheme-1974.webp\" alt=\"Integrated Education for Disabled Children Scheme (1974)\" class=\"wp-image-16053\"\/><\/figure>\n\n\n\n<p><a href=\"https:\/\/www.education.gov.in\/iedss\"><strong>Integrated Education for Disabled Children Scheme (1974)<\/strong><\/a><strong> is a prominent scheme introduced by the government of India<\/strong> to provide education to children with disabilities. Earlier, the <strong>scheme was known as Integrated Education for Handicapped Children (IEDC)<\/strong>.&nbsp;<\/p>\n\n\n\n<p>Later on,<strong> the IEDC program was updated in 1992<\/strong> to allow children with physical and mental disabilities to be educated in the regular school system.&nbsp;<\/p>\n\n\n\n<p>In essence,<strong> this project reflects the government&#8217;s dedication to helping disabled children<\/strong> grow into the most integrated members of the entire educational system.&nbsp;<\/p>\n\n\n\n<p>Under this scheme, students were provided assistance regarding their education, such as <strong>the cost of books, incentives, uniform fees, transportation, allowance, <\/strong>etc.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">2. National Policy on Education (1986)<\/h3>\n\n\n\n<figure class=\"wp-block-image size-full\"><img decoding=\"async\" src=\"https:\/\/www.21kschool.com\/sg\/wp-content\/uploads\/sites\/3\/2025\/06\/National-Policy-on-Education-1986.webp\" alt=\"National Policy on Education (1986)\" class=\"wp-image-16054\"\/><\/figure>\n\n\n\n<p>The <a href=\"https:\/\/www.education.gov.in\/sites\/upload_files\/mhrd\/files\/upload_document\/npe.pdf\"><strong>National Policy on Education (1986)<\/strong><\/a><strong> was another government scheme introduced to change the education system<\/strong>. The main aim of NPE 1986 is to remove the disparities and inequalities in education and make education more accessible.&nbsp;<\/p>\n\n\n\n<p>The<strong> NPE 1986 focuses on making an inclusive learning environment that ensures that every child should receive equal education <\/strong>in a structured environment, irrespective of any challenges or barriers.&nbsp;<\/p>\n\n\n\n<p>One of the policy&#8217;s main tenets was the inclusion of individuals with<strong> mental and physical disabilities as equal partners in society.&nbsp;<\/strong><\/p>\n\n\n\n<p>This policy focuses on<strong> providing facilities and assistance to students with disabilities<\/strong> it including physical devices, resources, educational supplies and other services.&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">3, Project Integrated Education for the Disabled (1987)<\/h3>\n\n\n\n<figure class=\"wp-block-image size-full\"><img decoding=\"async\" src=\"https:\/\/www.21kschool.com\/sg\/wp-content\/uploads\/sites\/3\/2025\/06\/Project-Integrated-Education-for-the-Disabled-1987.webp\" alt=\"Project Integrated Education for the Disabled (1987)\" class=\"wp-image-16056\"\/><\/figure>\n\n\n\n<p>Project Integrated Education for the Disabled (PIED) is a successful government scheme <strong>introduced in the year 1987 by the National Council of Education Research and Training (<\/strong><a target=\"_blank\" href=\"https:\/\/www.21kschool.com\/et\/blog\/ncert-vs-cbse\/#What_is_NCERT\"><strong>NCERT<\/strong><\/a>\r\n<strong>) in compliance with UNICEF<\/strong>.\u00a0<\/p>\n\n\n\n<p>The scheme <strong>ensures that every student receives equal and transparent education irrespective of any physical challenges<\/strong>. This policy emphasises integrating education into mainstream education and promotes <a target=\"_blank\" href=\"https:\/\/www.21kschool.com\/et\/blog\/collaboration-skills\/\"><strong>collaboration skills<\/strong><\/a>\r\n.<\/p>\n\n\n\n<p><strong>This policy is responsible for the educational needs of students<\/strong> and makes sure that every student receives educational material free of cost.&nbsp;<\/p>\n\n\n\n<p>This policy was launched in the states of <strong>Madhya Pradesh, Maharashtra, Nagaland, Orissa, Rajasthan and Tamil Nadu by the end of 1987<\/strong>. By the end of 1988, it was extended to the states of Haryana and Mizoram.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">4. Baharul Islam Committee (1987)<\/h3>\n\n\n\n<figure class=\"wp-block-image size-full\"><img decoding=\"async\" src=\"https:\/\/www.21kschool.com\/sg\/wp-content\/uploads\/sites\/3\/2025\/06\/Baharul-Islam-Committee-1987.webp\" alt=\"Baharul Islam Committee (1987)\" class=\"wp-image-16057\"\/><\/figure>\n\n\n\n<p>The<strong> <\/strong><a href=\"https:\/\/en.wikipedia.org\/wiki\/Baharul_Islam#:~:text=In%201987%2C%20the%20Islam%20Committee,full%20participation%20of%20disabled%20persons.\"><strong>Baharul Islam Committee<\/strong><\/a><strong> was introduced in the year 1987<\/strong> through a draft legislation. The <strong>committee focuses on providing equal rights and opportunities to students with disabilities.&nbsp;<\/strong><\/p>\n\n\n\n<p>This committee <strong>encourages children with disabilities to participate in the teaching and <\/strong><a target=\"_blank\" href=\"https:\/\/www.21kschool.com\/et\/blog\/learning-methods\/\"><strong>learning method<\/strong><\/a>\r\n and acquire mainstream education without any hindrances.&nbsp;<\/p>\n\n\n\n<p>The committee aimed to promote inclusive education and<strong> ensure that all children, regardless of their physical or mental abilities<\/strong>, have the opportunity to learn in a supportive environment.&nbsp;<\/p>\n\n\n\n<p><strong>The committee also focuses on creating accessible learning, training teachers, promoting inclusive <a target=\"_blank\" href=\"https:\/\/www.21kschool.com\/et\/blog\/teaching-methods\/\"><strong>teaching methods<\/strong><\/a>\r\n and designing <\/strong><a target=\"_blank\" href=\"https:\/\/www.21kschool.com\/et\/blog\/curriculum-vs-syllabus\/#What_is_a_Curriculum\"><strong>curriculum<\/strong><\/a>\r\n<strong> <\/strong>that caters to the needs of diverse learners.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">5. Rehabilitation Council of India Act (1992)<\/h3>\n\n\n\n<figure class=\"wp-block-image size-full\"><img decoding=\"async\" src=\"https:\/\/www.21kschool.com\/sg\/wp-content\/uploads\/sites\/3\/2025\/06\/Rehabilitation-Council-of-India-Act-1992.webp\" alt=\"Rehabilitation Council of India Act (1992)\" class=\"wp-image-16058\"\/><\/figure>\n\n\n\n<p><a href=\"https:\/\/rehabcouncil.nic.in\/\"><strong>Rehabilitation Council of India (RCI)<\/strong><\/a><strong> is a government body<\/strong> established as a registered society in the year 1986, <strong>later on it became a statutory body under the RTI Act 1992.<\/strong>&nbsp;<\/p>\n\n\n\n<p>RCI focuses on<strong> making education inclusive and providing opportunities to students with physical challenges<\/strong>. The primary objective of RCI is to regulate and standardise training programs and<strong> services related to rehabilitation for disabled individuals or students<\/strong>.&nbsp;<\/p>\n\n\n\n<p>RCI makes <a target=\"_blank\" href=\"https:\/\/www.21kschool.com\/et\/blog\/educational-equity\/\"><strong>education equitable<\/strong><\/a>\r\n and more effective for people who have disabilities or need personal assistance. <strong>RCI makes sure that every student receives quality education irrespective of any challenges <\/strong>through providing proper support and services to students and working professionals.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">6. National Trust Act (1999)<\/h3>\n\n\n\n<figure class=\"wp-block-image size-full\"><img decoding=\"async\" src=\"https:\/\/www.21kschool.com\/sg\/wp-content\/uploads\/sites\/3\/2025\/06\/National-Trust-Act-1999.webp\" alt=\" National Trust Act (1999)\" class=\"wp-image-16059\"\/><\/figure>\n\n\n\n<p><strong>The <\/strong><a href=\"https:\/\/nationaltrust.nic.in\/#:~:text=National%20Trust%20is%20a%20statutory,and%20Multiple%20Disabilities%20Act%2C%201999.\"><strong>National Trust Act <\/strong><\/a><strong>is an Indian legal law<\/strong> that aims to <strong>provide constitutional rights to individuals with disabilities.&nbsp;<\/strong><\/p>\n\n\n\n<p>National Trust Act is a <strong>statutory body launched in the year 1999 <\/strong>which is also known as the<strong> National Trust for Welfare of Persons with Autism, Cerebral Palsy, Mental Retardation and Multiple Disabilities Act.<\/strong>&nbsp;<\/p>\n\n\n\n<p>This Act promotes inclusive education by ensuring that students with disabilities can receive an education in regular schools. Apart from defining several terms related to disabilities, the <strong>Act mandates the provision of fundamental support services such as healthcare, education and vocational training.&nbsp;<\/strong><\/p>\n\n\n\n<p>This act also<strong> focuses on the establishment of special schools and providing them with <\/strong><a target=\"_blank\" href=\"https:\/\/www.21kschool.com\/et\/blog\/vocational-education\/\"><strong>vocational education<\/strong><\/a>\r\n. This enhances employment opportunities as well as helps in promoting <a target=\"_blank\" href=\"https:\/\/www.21kschool.com\/et\/blog\/lifelong-learning\/\"><strong>lifelong learning<\/strong><\/a>\r\n.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">7. Samagra Shiksha Abhiyan (2018)<\/h3>\n\n\n\n<figure class=\"wp-block-image size-full\"><img decoding=\"async\" src=\"https:\/\/www.21kschool.com\/sg\/wp-content\/uploads\/sites\/3\/2025\/06\/Samagra-Shiksha-Abhiyan-2018.webp\" alt=\"Samagra Shiksha Abhiyan (2018)\" class=\"wp-image-16060\"\/><\/figure>\n\n\n\n<p><a href=\"http:\/\/dsel.education.gov.in\/en\/scheme\/samagra-shiksha\">Samagra Shiksha Abhiyan<\/a>, which is<strong> also known as National Education Mission launched in the year 2018. <\/strong>This scheme focuses on providing equitable and universal access to education to children with disabilities, irrespective of any biases.&nbsp;<\/p>\n\n\n\n<p>To<strong> ensure a seamless transition from pre-nursery to Class 12<\/strong>, it places a strong emphasis on providing a comprehensive education.&nbsp;<\/p>\n\n\n\n<p>One of its<strong> primary objectives is to attain equitable <a href=\"https:\/\/www.21kschool.com\/in\/blog\/difference-between-learning-objectives-and-learning-outcomes\/#What_are_Learning_Outcomes\">learning outcomes<\/a><\/strong> in order to reduce the disparities in <strong>educational access and quality.<\/strong> This focuses on promoting holistic education and creates a <a target=\"_blank\" href=\"https:\/\/www.21kschool.com\/et\/blog\/positive-learning-environment\/\"><strong>positive learning environment<\/strong><\/a>\r\n for every children.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">8. National Policy for People with Disabilities (2006)<\/h3>\n\n\n\n<figure class=\"wp-block-image size-full\"><img decoding=\"async\" src=\"https:\/\/www.21kschool.com\/sg\/wp-content\/uploads\/sites\/3\/2025\/06\/National-Policy-for-People-with-Disabilities-2006.webp\" alt=\"National Policy for People with Disabilities (2006)\" class=\"wp-image-16061\"\/><\/figure>\n\n\n\n<p><strong>The <\/strong><a href=\"https:\/\/depwd.gov.in\/policy\/national-policy\/\"><strong>National Policy for People with Disabilities<\/strong><\/a><strong> was launched in 2006<\/strong>, which aims to <strong>provide equal and <a target=\"_blank\" href=\"https:\/\/www.21kschool.com\/et\/blog\/flexible-learning\/\"><strong>flexible education<\/strong><\/a>\r\n to students<\/strong> with disabilities.\u00a0<\/p>\n\n\n\n<p>The <strong>main aim of this policy is to create an environment that allows individuals with disabilities<\/strong> to live lives of independence and dignity in order to guarantee equal opportunities in all spheres of life and to<strong> encourage full participation in society.&nbsp;<\/strong><\/p>\n\n\n\n<p>Under this scheme, <strong>children with mental and physical challenges were provided educational opportunities,<\/strong> as well as providing them with assistance and support. This policy <strong>emphasises providing free education, transportation, allowance, resources, books,<\/strong> etc., were given to physically challenged children.&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">9. Right to Education Act 2009&nbsp;<\/h3>\n\n\n\n<figure class=\"wp-block-image size-full\"><img decoding=\"async\" src=\"https:\/\/www.21kschool.com\/sg\/wp-content\/uploads\/sites\/3\/2025\/06\/Right-to-Education-Act-2009.webp\" alt=\" Right to Education Act 2009\u00a0\" class=\"wp-image-16062\"\/><\/figure>\n\n\n\n<p>The <a href=\"http:\/\/dsel.education.gov.in\/rte\"><strong>Right to Education Act (RTE)<\/strong><\/a><strong> is a legal Act introduced in the year 2009<\/strong> that emphasises <strong>providing free and compulsory education to students between the age group of 6 to 14.&nbsp;<\/strong><\/p>\n\n\n\n<p>This <strong>Act focuses on inclusive education and provides them with the necessary support <\/strong>and resources. This Act <strong>also sets up special education schools and supports children with special needs.&nbsp;<\/strong><\/p>\n\n\n\n<p><strong>RTE focuses on <a target=\"_blank\" href=\"https:\/\/www.21kschool.com\/et\/blog\/special-education\/\"><strong>special education<\/strong><\/a>\r\n<\/strong> <strong>and integrating them into mainstream schools.<\/strong> <a target=\"_blank\" href=\"https:\/\/www.21kschool.com\/et\/blog\/right-to-education-act\/\">RTE<\/a>\r\n breaks the barriers of discrimination and provides children with equal and transparent education.\u00a0<\/p>\n\n\n\n<p>Through RTE, enrollment of children with special needs has increased to <a target=\"_blank\" href=\"https:\/\/www.21kschool.com\/et\/blog\/elementary-education\/\">elementary education<\/a>\r\n. According to the RTE Act, <strong>children with disabilities should be educated in regular schools with other students<\/strong>, which develops a sense of belongingness and cooperation.\u00a0<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">10. Inclusion in Education of Children and Youth with Disabilities (IECYD)<\/h3>\n\n\n\n<figure class=\"wp-block-image size-full\"><img decoding=\"async\" src=\"https:\/\/www.21kschool.com\/sg\/wp-content\/uploads\/sites\/3\/2025\/06\/Inclusion-in-Education-of-Children-and-Youth-with-Disabilities-IECYD.webp\" alt=\"Inclusion in Education of Children and Youth with Disabilities (IECYD)\" class=\"wp-image-16063\"\/><\/figure>\n\n\n\n<p><a href=\"https:\/\/www.education.gov.in\/sites\/upload_files\/mhrd\/files\/upload_document\/EDU.pdf\"><strong>Inclusion in Education of Children and Youth with Disabilities (IECYD)<\/strong><\/a><strong> is a major intervention of the government<\/strong> and a <strong>part of the Sarva Shiksha Abhiyan. <\/strong>This scheme was<strong> first introduced in 1974 and went through various revisions till 2010.&nbsp;<\/strong><\/p>\n\n\n\n<p>The <strong>main aim of IECYD is to provide all students with disabilities with the opportunity to learn in a general education classroom<\/strong> with the necessary support and accommodations.&nbsp;<\/p>\n\n\n\n<p>IECHYD promotes inclusive education, which enhances academic outcomes for students with disabilities. <strong>This program makes sure that every school should adopt integration programs and normalises an inclusive learning environment<\/strong> in the classroom.&nbsp;<\/p>\n\n\n\n<p>IECHYD helps in increasing student enrollment and reducing dropouts among disabled children, especially in rural areas.&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">11. The Rights of Persons with Disabilities Act 2016<\/h3>\n\n\n\n<figure class=\"wp-block-image size-full\"><img decoding=\"async\" src=\"https:\/\/www.21kschool.com\/sg\/wp-content\/uploads\/sites\/3\/2025\/06\/The-Rights-of-Persons-with-Disabilities-Act-2016.webp\" alt=\" The Rights of Persons with Disabilities Act 2016\" class=\"wp-image-16064\"\/><\/figure>\n\n\n\n<p>The<strong> <\/strong><a href=\"https:\/\/www.indiacode.nic.in\/bitstream\/123456789\/15939\/1\/the_rights_of_persons_with_disabilities_act%2C_2016.pdf\"><strong>Rights of Persons with Disabilities Act 2016<\/strong><\/a><strong> is a legislation in India that preserves and upholds the rights of people with disabilities.<\/strong> This is a popular Act for disabled persons that provides them with legal protection and opportunities.&nbsp;<\/p>\n\n\n\n<p>Under this Act,<strong> 21 types of disabilities are recognised as visual impairment, hearing impairment, intellectual disorders, mental disorders<\/strong> and so on. The Act contains provisions to protect individuals with disabilities from discrimination and abuse.&nbsp;<\/p>\n\n\n\n<p>Any form of discrimination against individuals with disabilities is prohibited under this Act. This Act also <strong>sets out special education and rehabilitation services across educational institutions.&nbsp;<\/strong><\/p>\n\n\n\n<p>This act also makes sure that every student receives equal learning opportunities, as well as every school should create an inclusive learning environment.&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">12.
