Language Levels That Start with the Learner

Placement considers what a learner can currently understand and communicate—not age or previous course labels alone.

The four skills

Every level develops listening, speaking, reading and writing.

These skills may develop unevenly. A heritage speaker may communicate confidently but need support with script and formal writing. A beginner may recognise written patterns before speaking spontaneously. Placement and progress reviews therefore consider the complete profile.

How initial placement works

Grade and age establish an appropriate peer group; prior proficiency establishes the starting point.

Families share the learner’s previous exposure, languages used at home and any formal study completed. Where the starting point is unclear, a conversation, work sample or diagnostic may be used. Placement is not a pass/fail judgement.

What changes from one level to the next

Learners move from supported communication towards increasing independence.

Early levels focus on familiar vocabulary, comprehension, pronunciation, simple interaction and script awareness. Developing levels expand sentence structures, reading, writing and connected speech. Higher levels expect learners to interpret, present, write and communicate with greater accuracy, range and cultural awareness. Curriculum planning is organised developmentally across Grades 1–2, Grades 3–5 and Grades 6–8, while the learner’s actual starting point remains based on prior exposure and demonstrated proficiency rather than grade alone.

The exact outcomes vary by language because scripts, language structures and learner starting points differ.

How progress is assessed

Assessment is continuous and connected to real language use.

Evidence may include participation, listening tasks, conversations, reading aloud, comprehension, writing samples, presentations, projects, reflection and facilitator feedback. Progression depends on demonstrated readiness rather than attendance alone.

Parents receive connects during the year and an overall report at the end of the programme. Current 21K learners may also see language progress reflected through the school reporting process.

What happens when progress differs

Learners are not expected to move at identical speeds.

A learner who needs more time can continue consolidating the present level. A learner who demonstrates the required outcomes can progress when the next suitable cohort is available. Timetable and programme availability also affect movement.

Certificates

Completion and proficiency are different claims.

Eligible learners receive a 21K completion certificate subject to attendance and programme requirements. The certificate does not imply an external proficiency level or examination result unless an approved alignment is explicitly stated.

Questions parents ask

How the level system works in practice.

Can my child challenge a placement?

Parents may request a review and share relevant evidence. The programme team makes the final placement decision.

Are levels the same in every language?

The common framework develops listening, speaking, reading and writing, but detailed outcomes remain language-specific.

Can my child move levels during the year?

Movement depends on demonstrated readiness, available cohorts and timetable feasibility.

What if my child needs more time?

The learner can continue consolidating skills without being labelled as failing or behind.

Is a certificate proof of fluency?

No. A completion certificate records eligible programme completion. Any external proficiency claim requires separate evidence.
